Replace the old ASL license with dual license: EPL and ASL 2.0. The old ASL license file should be removed as it include GPL/LGPL and third party dependencies.

Changes to make:

- Change source headers
- Include separate ASL and EPL files
- Add About template
- Add Third Party About Files
