this is an example of opening another dialog when editing formatter for java formatter

when a dialog opens another dialog
it is fine when NOT in fullscreen mode
however when in fullscreen
the latter dialog will be overlapped by the opener
i assume the bug was introduced in mars

Are you running on OSX 10.11? If so, then it's duplicate of Bug 478975.
