You also get a small tip down in the quick access to press Command+3 to show all matches, and pressing that should show the toggle block selection entry too. Basically the results are restricted to a given number of matches per category, and Toggle Block Selection is the last one among the matches, and is filtered out. I agree however that this fact is not obvious, so there is something to do here, find a better way to advertise that there are hidden results. For me the per-category limit is 5 items, and Toggle block selection is the 6th match in the commands category.
We have recently improved the "5 enries per category" messages. Please test with latest Integration build.
I have tested today with the latest nightly build, namely N20160419-2000, and Toggle Block Selection was still not shown without pressing Command+3 to show all matches.
Ok, I just found it: The quick access box is getting smaller and smaller after each time opening it, and after opening it several times, it got to small and the hint about the 5 matches per category was not fully visible, only the start of it. However, I will report a new bug about it, as the hint is clearly there.
The getting smaller bug was fixed today by SWT, you can test it tomorrow
