build I20031120

- in CVS Repositories view,
- select HEAD/org.eclipse.platform
- Compare With...
- Refresh from Repository
- expand Versions
- choose v20031106 
- OK
- in addition to opening the compare editor, the CVS Repositories view does a 
full refresh, losing your scroll position, selection, and expansion state

- only occurs if you do a Refresh from Repository first
- problem is reproduceable

Tagging a project from the repo view also causes a refresh.
