The HTML content assist has languished for too long and badly needs an overhaul.

This includes:
1. using the latest API callback from the platform (yes, thats how bad it needs updating)
2. it should make use of the (an) AST to properly scope proposals (right now its only all templates all over the place all the time)
3. It should be able to provide assist for tag properties
4. it should be able to provide assist for tag property values

All of the bugs hanging off of this have been fixed.  There are still some issues with assist caused by the parser, but the Refactoring work is considered done.
