Formatting settings

Hi there,

we have upgraded from Luna (4.4) to Mars (4.5) and something seems to be broken with the formatting. We prefer to have to have a blank line after the constructor declaration, however it seems that this setting is somehow gone.

I attach also a screenshot where one can customize this formatting profile and there is a blank line after every function declaration except the constructor.

Verified for 4.8 M6 using I20180306-2000 build
