M5 test candidate

- use the PDE Plug-in Project creation wizard to create a Hello World project
- its plugin.xml is automatically opened in the manifest editor
- go to its Extensions tab, and select tree item "Sample Action (action)"
- press the Up button to the right, the tree item is moved up
- invoke menu item Edit > Undo Property Change, but nothing happens
- note that the Edit > Undo menu item is now disabled, so it thinks it did
something, but it didn't

Can you try to do something else, for example delete an element, then undo? Is 
Undo problem limited to Up/Down buttons or to any change made in the UI pages?

I tried a few actions and Up/Down seems like the only one that doesn't Undo.

Then it is probably a long-standing bug rather than a recent regression.

we'll use bug 68423 to track the undo/redo deficiencies in the plug-in manifest editor.
