Newly modeled SendSignalActions get two name labels,
one fixed label and one floating label

This is currently not the case in imported Activity Diagrams, but maybe
after fixing Bug 465656 this will be the same also for imported models.

When adding a new SendSignalAction in an imported Activity Diagram
than SendSignalAction will also get two name labels.
