With the change over from ProgramSupport we lost the ability to get the icon for a .exe
from the OS that does not show up as one of the programs.

We need a replacement for
	ProgramSupport.loadSmallIcon(display, fileName, index)

that does not require a Program

NOTES:

	This will be a hint on platforms that do not store icons in their executable.

Please add to Program class
public Program findProgramByName(String programFullName) 
to get the icon for the file. F.g. each executable has it's own icon not common
for the *.exe extension. 
May be graphics files like ico, gif, jpg can be represented by the subnail icon
not the common extension icon.

BB owns Program now.

Seems to work with recent Eclipse Platform.
