When I switch to another charset for a file or a complete folder branch, Eclipse should read all the affected text files usaing the former charset and write them using the new one. At least it should ask to do that.

And maybe it is a good idea to use UTF-8 as default charset instead of a platform dependent one. It's always a mess, if you share code using a version control system, if the client IDEs use different charsets.
