We treat 0 as being of higher precedence than 1. This is incorrect -- see https://developer.mozilla.org/en-US/docs/Web/Accessibility/Keyboard-navigable_JavaScript_widgets

Many of our dialogs are working around this bug by adding a setTimeout to hammer focus after the dialog has been created.

See for example bug 392359 where a workaround was inserted, which should be fixed when the root problem is resolved.
