Steps to reproduce:
1. Create some project
2. Open Package Explorer
3. Open Properties for project created in step1
FAIL: Properties dialog is missing project name in its title. See attached screenshot.

Got broken during M5 by fix for bug 56062. I've reverted that fix with http://git.eclipse.org/c/jdt/eclipse.jdt.debug.git/commit/?id=dc0bcc9d1c4dd8e91321d26a56136d746d0e3ba3

I don't see this problem in 
Eclipse SDK

Version: Mars (4.5)
Build id: I20150217-0800

Even with fix for the Bug 56062, Project properties are seen.
May be it was some other problem which has been fixed already.

The bug is there, but make sure you test it before JDT Debug gets loaded. Please try again.
