I'm creating this as an umbrella bug for acceptance of an Oomph-based installer of packages for Mars. We'll set as blockers all the bugs that we feel need to be addressed before we can declare success. I've set it up with my initial list. There's room for negotiation.

Created a new one: https://bugs.eclipse.org/bugs/show_bug.cgi?id=460925 (i.e.: asking for a way to have a basic setup where the major point is using a plugin which is not available at eclipse.org).

I've modified the dependency and blocker list. We've accepted the installer and it's part of the downloads. We're done here.
