I need to think this through better, but didn't want to lose it. 

There are two angles to this. 

A. Major minor and service conceptually would seem to "go with" products version's major, minor, and service -- so, conceptually, might be clearer to have versioned the same. 

B. The qualifier could change "each build", just like the "products" do. One advantage of doing that, is that when the launchers change, we would not have to remember or coordinate the "touch" this feature. 

One thing to think through is if the qualifier of the launchers, or the equinox executable feature already "change each build" (and I have a vague memory that they do). If they do, that'd be bad, since then we'd "update everyone's launcher" even if there had not been a real change.
