Like any oomphed-up Eclipse, the Oomph Installer will show the Welcome Questionnaire at startup in a fresh user environment. I don't know if this was desired or unintentional in the case of the installer, but I actually like having it there. BUT I think in the case of the Installer, it comes up too early: When a user launches the installer, chances are good that this might be their first contact with Oomph. Also, they probably have a specific goal in mind - getting their Eclipse installed. Anything standing between them and that goal could be irritating, not to mention confusing or at least very unexpected if you're new to Oomph and not familiar with the questionnaire. Also, the big "Exit" button might be especially confusing in that setting, because the questionnaire is the first - and only - window that I see of the installer, giving the impression that I'll exit the whole installer here - definitely not what I wanna do at this point. I think a good time to open the questionnaire would be directly after starting the installation. At this point, the user's mindset has probably moved on from getting the installation bits to working with the finished installation, plus there's often some time to kill anyway until the installation is finished. Making the questionnaire a popup on top of the installer window would also solve the wrong impression that the "Exit" button kills the installer.
