Near the bottom of the e4 downloads page for Stable Build 0.17, http://download.eclipse.org/e4/downloads/drops/S-0.17-201501051100/index.html, is a download link labeled (http) which leads to http://download.eclipse.org/e4/downloads/drops/S-0.17-201501051100/download.php?dropFile=eclipse-e4-repo-incubation-0.17.zip and results in a Not Found message.
It seems to be dated from 5 January 2015 but hasn't worked for at least the last several days.

Fixed.

The download.php file was missing.
