Along with a bunch of "old style stuff", I mistakenly removed one variable we need to "go to mirror page". 

Luckily, it appears everything to make sure of the variable is still in place, just not it's initial value. The only reason it matters is that unless on we are on "download.eclipse.org" we do *not* want to use the mirror scripts. For example, if doing a local or even a test build on build.eclipse.org.

I confirmed the fix "by hand" by adding this initialization code to 

http://download.eclipse.org/eclipse/downloads/drops4/I20141209-1115/

and worked fine. 

This commit will get it in the index.php file template.
