As a proving ground for the changes for bug 34297, rework the presentation of 
the Ant classpath.

The view of the classpath will change to a tree presentation with two top level 
nodes: Ant home entries and Global Ant entries.  

At the global level, the user can configure Ant home and the globel entries.

At the local level the user can configure the Ant home, add or remove the 
global ant entries (as a unit or as individual entries), and add local entries 
as needed.

With this change I also plan to always have an Ant home associated with the Ant 
builds. In the past this was not the case (mostly because we could not provide 
a default setting...but that was fixed with bug 37653).

Still need to remove the checkbox for whether to set ant home or not...now ant 
home is always set.
