With the latest code in for bug 452697, we need to update our proposals to return the hover info, which would be:

1. the JSDoc for a function decl / expression or identifier from the AST
2. the doc from the the index (which we  currently strip out to keep our indexes small)

Support for inferred function type doc being passed through the env:

I'll leave this open until we get the support in master to actually show the proposal tooltip

Tooltips on assist are now available in master.  Closing.
