Steps to reproduce:
1) Workbench Window with Java Perspective, and Problems View visible.
2) Change Problems View filter to something other than its current values.  For 
example, deselect "Java Problems".
3) F4, such that a new workbench window and the "Java Hierarchy" perspective 
are opened on some class or package.
4) Check the filter settings on the problems view (open if not visible).  The 
changes just made are not reflected.

This is not a duplicate.  By "remember", I am referring to opening multiple 
problem views within eclipse while it is running.  The other bug is referring 
to shutting down and restarting Eclipse.  This is a different issue.
