For some reason I haven't figured out, periodically, the File menu is becoming
disbaled.  Everything else appears to work OK, but I have to shut Eclipse down
and restart it to regain control.

Is there anything in your .log file (<workspace>/.metadata/.log)?  Can you 
reproduce this problem?  Do you have any non-standard plug-ins installed?

I cannot reproduce this on demand, but I have run into it several times.  I'm
paying closer attention to figure out how.

I failed to look at the log when the problem was occurring, and doubt I could
find the right place. I will next time.

As for non-standard plugins, yes, I do have a couple, but they've all been
working fine in 2.1 and I'm not aware of anything they should be doing with the
File menu.

I just ran into it again.  I was working on duplciation of another bug, when the
JVM crapped out.  I restarted eclipse, and by the time things settled down, File
was disabled.  There were no log entries of relevance.  

Subsequent restart corrected the problem.

Log files.  We're going to need more information.  Log files, what were you
doing when it happened, stuff like that.  For now, I'm going to mark this bug as
a duplicate as Bug 46026.  It sounds somewhat similar.
