Please execute Snippet38 on OS X 10.10. It will show the second row as the first one, so one can scroll up one row.

Sounds like a dup of bug 446534.

Yes, the same as the remaining viewport problems mentioned in bug 446534 comment 18. The emergency fix from bug 446534 comment 17 did fix the unreachable first row in Snippet311. Fixing the bad top item as in Snippet38 will need more work.
