I encountered this problem when trying the Eclipse 4.4.1 fix for Bug 438652 - NPE when exporting a bundle with 'Deployable Plug-ins and Fragments'.

In my 4.4.1 IDE, the problem still occurred.

It turned out that the reason was that some of the plug-ins in my 4.4.1 IDE had been replaced with 4.4.0 versions. I have not identified the full set. I do know that it included at least these two:

Expected:
* org.eclipse.osgi version 3.10.1.v20140909-1633
* org.eclipse.osgi.compatibility.state version 1.0.1.v20140709-1414

Observed:
* org.eclipse.osgi: 3.10.0.v201406061445
* org.eclipse.osgi.compatibility.state: 1.0.0.v20140403-1907

I added items one-by-one to working platforms until the problem occurred. Eventually I narrowed it down to the two items below. Adding either of these causes overwrite of some 4.4.1 plug-ins with 4.4.0 versions.
* Eclipse 4 - 3.x bridge
* Eclipse 4 - Model Spy

I had downloaded these from the most recent stable build, identified as 0.16 at http://download.eclipse.org/e4/downloads/.

EXPECTED:

* e4 tools would have a stable build appropriate for Eclipse 4.4.1.
* e4 tools would either not overwrite standard IDE plug-ins at all, or at least not downgrade them to earlier versions.

Observed both on Windows and Macintosh.

The e4 tools have beend graduated and have moved to the platform project since the Mars release. We will not fix older versions anymore. We recommedn updating to Mars. I am closing this as wont fix, if somebody wants to work on this or provide a contribution, please reopen.
