Scenario:
1. Run Eclipse with a fresh workspace and close Welcome page
2. Open Tasks view
3. Switch perspective (e.g. to "Debug")
4. Open Tasks view

Expected behaviour:
In the Tasks view the color of the bar below view toolbar is the same in both perspectives

Current behaviour:
In the first perspective (Java in my case) the bar is white. In the second (Debug) - blue.
Other views are affected as well (e.g. Console)

The patch contains also the fix for the Bug 433723. I've put both patches together since they are connected

Just for the records: The latest version of the change (patch set 3) does not contain a fix for bug 433723.
