The version written by this code should be the value of constant
METADATA_VERSION_VALUE (currently 1). Right now, the bundle version is being
written (3.0.0).

I just reverted the code to what it was before in regular Eclipse .

We still need to reenable the check for the version. Right now it just writes
the version file.

Not much to with that one (removed dependency), except that version checking
should be able to interrupt the startup flow (before the actual application
could be run). The current story is very similar to what we has in Eclipse so
know it is easier to fix.

Closing this specific bug because it has been fixed and re-opening one for the 
checking (see bug #48686).
