Help>Welcome pops up a dialog complaining that there is not suitable help content.  But opening a new workspace opens on help.

When http://git.eclipse.org/c/platform/eclipse.platform.ui.git/commit/?id=77ffe2da1b8b790d0516a8fc6cd170b3d25b6560 switched to the command, the 4.x startup was instantiating the handler before initializing the help descriptors.
