Scenario:
1. Run Eclipse IDE (don't use '-data' command line parameter)
2. Switch workspace (File > Switch Workspace) to a different location 
3. Restart Eclipse

Current behaviour:
Eclipse starts without showing Workspace Launcher. A default workspace location is used. Even if workspace is later changed (File > Switch Workspace), the default workspace location is used after restart.

Build: N20140224-2104
Previous build (N20140222-1500) works correctly.

There are no errors in log file.

With regards to bug 424723 comment 34, I verified that indeed commit cd159efd28799e71212681b63bc74f016fb538b9 with a fix for bug 424723 introduces this problem.

Thanks for the early testing and for identifying the culprit.

Dani and I looked at it, and he found that the problem is a too early initialization of the preference store.

Fixed with http://git.eclipse.org/c/platform/eclipse.platform.ui.git/commit/?id=416e5203747845a5938c2c195941f3e2c19b94ac and verified that bug 424723 is still fixed (i.e. the workbench window comes up as RTL if the workspace preference is set like that. The workspace chooser dialog obviously can't respect a workspace setting, since the workspace is not yet known.)

I need to express my thanks, too ... I thought it was "just me" having so many weird setups ... but was about to drive me crazy. :)
