Port fix in 4.x

+++ This bug was initially created as a clone of Bug #309716 +++

Version: 3.6.0
Build id: I20100414-1200 (SDK)

Steps to re-create:
- Start the Eclipse SDK on a new workspace, the Java perspective is the default.
- Observe the contributed shortcuts on the New toolbar item dropdown.
- Reset the perspective (Window->Reset Perspective...).
- Note how all shortcuts are removed from the New toolbar item (see attached screenshot).
- Re-start the platform and note how all expected shortcuts are back
