If the area size and TabFolder computed native size are really close to each other scroll arrows are shown always even if not needed. This is due to initial-gap property of GtkNotebook not being taken into account resulting in the size calculated being smaller with the initial-gap*2 (the gap is put at the end too). This property is added in Gtk 3.2.
