This is an obsolete project, and as its readme says, 

This is an old feature that effectively moved to pde repository, named
org.eclipse.pde.api.tools.ee.feature

I think its good to have had it renamed and readme present, for transition, but it was last used in R4_2_2 so believe we can remove it now from both master and R4_3_maintenance to reduce clutter.

Removed in M6 and also for Kepler RC3 ... counting as improved self-documenation.

Did you mean Kepler SR2 RC3? We should avoid such changes so late in the cycle. Plus, as per http://www.eclipse.org/eclipse/development/plans/freeze_plan_4_3_2.php PMC approval is required for all changes after RC2.
