Bug 362420 discusses that the Quick Access should be hidden by default. I personally disagree with hiding it by default that we should offer this as an option.
 

Also if I  hide the whole toolbar (Use Quick Access and type "Toolbar") and select the toogle toolbar entry, the Ctrl+3 shortcut should not open the toolbar again but popup a dialog (similar to Eclipse 3.x).

Using 4.4.0 RC1, Quick Access comes back when Eclipse is restarted. Is that normal? (For comparison, the Perspective Switcher doesn't come back if it is hidden.)
