File > New > Example... 
will always show all defined wizards with the categoro "org.eclipse.ui.Examples".

Eclipse 3.8.x did allow filtering.

It seems like the related code didn't make it to the eclipse 4.x stream.

Class:
org.eclipse.ui.internal.dialogs.WizardActivityFilter

in 3.8.x allows to also filter primary Wizards, based on the wizard category 
this is enabled for Example project wizards.
