Since we require all new files to use Unix line delimiters, the org.eclipse.core.contenttype project should have this preference set in its project preferences.

Actually, this is not only about org.eclipse.core.contenttype project but all projects in eclipse.platform.runtime repo.

Paul, does it make sense to add this preference for all projects?

Yes, that's a good practice, but if developers follow
https://wiki.eclipse.org/Platform-releng/Git_Workflows#Configure_the_workspace
then that already does the trick.
