The Split Editor commands should be available in the main menu, like e.g. Window > New Editor.

I think the best solution would be to combine the three commands into one submenu in the "Window" main menu:

Editor > Split Horizontally  Ctrl+_
         Split Vertically    Ctrl+{
         Clone                      // the old "New Editor"

I've removed New Editor from the Window menu and released an Editor submenu with:

Toggle Split Editor (Horizontal)
Toggle Split Editor (Vertical)
Clone

The TSE(H) is the default for that command/parameter combination, but we can customize it more if we need to.
