When working with Eclipse on Ubuntu 13.10, the Menu bar of Eclipse exist but I can't activate either menu or menu item. Neither does the F10 hotkey.
When I use workaround by export UBUNTU_MENUPROXY=0 before running eclipse, the menu exists inside eclipse and works correctly.
