This patch is for the repo eclipse.platform.runtime.

I've been told by David Williams that "... it will be discussed at Wednesday's (10/23) status meeting if to apply for M3 or to wait until after M3. See http://wiki.eclipse.org/Eclipse/Status_meetings/Minutes."
