When opening a file that has an & in the name, the editor tab does not show the & instead the next character in the name is underlined.

Steps to reproduce:
1. Create a general project.
2. Create a file in the project with name TEST&ING.
3. Open the File and notice the editor tab does not show the name correctly.

& is the standard mnemonic character (it identifies the next character as a mnemonic in labels, tabs, and menu items).

It might be possible to escape it for editor tabs.

This also fixes the tool tip and the message in the 'Save Resource' dialog.
