during editing/refactoring, a lot of methods are no longer capable of throwing 
some exceptions that they still have in their throws clause.  At the moment, 
the only way to clean these up is to have all methods remove all throws and 
then "add throws clause" as the quick fix on all the error places that show up.

It'd be a great warning and quick fix option.
