Section 6.1 deals with mentors.

New proposals that intend to do a release are required to have at
least two mentors. New proposals that will only release code
as part of a parent project's release are not required to have
mentors.

This seems overly complicated to me. Further, I can't recall ever starting a new project without mentors.

I will simplify it to the following:

This change has been implemented.
