Our API tooling generation in 4.3.0 didn't include @noreference filters on classes.  That was fixed in the maintenance stream, but when working on 4.3.1 with a baseline of 4.3.0 it generates a lot of errors.

I'm adding API filters for the end of 4.3.1 and they can be removed in 4.3.2
