I thought the issue was limited to JUnit tests in https://bugs.eclipse.org/bugs/show_bug.cgi?id=415985#c2 but there is still an issue in this regard.

Some services are having a problem passing around a URL with a workspace id including "Orion Content", with a space. 

The workspace id should not have the space or pound in it.

This problem is resolved in the changes:
