reproduce process:
1.open the debug the perspective
2.go to window --> customize perspective
3.in the pop window, uncheck the "debug checkbox" in "toolbar visibility tab"
4.click ok, 
5."debug toolbar" will disappear as we expected.
6.go to window --> customize perspective, again
7.find "debug checkbox" is still be checked. // BUG

I can not re-get the "debug toolbar"
by reset the perspective
or by uncheck the "debug checkbox"

BTW, I have seen the same bug in eclipse juno 4.2.

Can reproduce on 4.3 but no longer with 4.4 M1 [1]. This looks fixed.

Workaround: deselect the checkbox, select it again and press 'OK'.
