Problem1: Can not drag and drop a constraint from model explorer to a parametric diagram
Problem2: After creating a constraint from the palette, I can not link the constraint to a constraint property

We stopped maintenance for SysML 1.1. So we close all the bugs concerning SysML 1.1 as WontFix.
