shows scroll bar of a code window at the wrong place

(This is mountain lion)
When the Eclipse workbench starts, the open editor's scroll bar
is set to the beginning of the file, even if the current (saved) position
in the text is in the middle.  See attached tiff.

This only affects the currently displayed editor.

A workaround has been released to 4.3
