In bug 412123 we've covered basically all the odds-and-ends that are required to enable a hipp server -- from symlinks to scripts needed in /usr/bin.

Matt and Thanh, please set up hipp1 under Puppet's control so that we can initiate hipp2 in an identical fashion, thus paving the way for easy deployment of 200 other hipp servers.

We've resolved this, and have since deployed hipp3.
