To make it easier for committers, we should consider implementing functionality to automatically create and populate a CQ.

We might, for example, manifest a button on the Gerrit page for a commit that a committer could click to automatically generate a CQ and attach the contribution as a patch.

It'd be cool if we could have the IP team reviewer flag automatically set upon resolution of the CQ.

We may also consider completely automating the process by automatically creating a CQ for any contribution that exceeds the LOC threshold (250). I am concerned that full automation runs the risk of creating unnecessary CQs. We need to consider the workflow/conditions for creating a CQ (e.g. only create the CQ after committers have signed off on the contribution).
