ECF is contributing 3.6.1 to Kepler.

This is a service release so no review is required.

There are no new IP contributions, or added CQs since the 3.6 release, so no IP Log review is required.

I've created this bug (which I will immediately mark as FIXED) to track ECF's participation and hopefully avoid asking questions that have already been answered.
