This strange behavior only occurs if "Smart Insert Mode" is enabled. After disabling "Smart Insert Mode", the caret blink frequency goes back to normal, but when moving the cursor to the right or left, one is left with a dotted line above and below the line. Cannot reproduce using 4.3 M7 on Ubuntu Linux.

I recorded a screencast comparing gedit with Eclipse caret behavior.
I tested the Eclipse using Gnome Shell 3.8 instead of Unity and the problem didn't occurred. The computer I'm using doesn't have a 3D video card. Is it possible that the problem is associated to Unity without a 3D graphic card?

Is this bug still reproducible with Neon? Now that Eclipse defaults to GTK3 this might be fixed.
Alexander I have tested the Eclipse Neon and this strange behaviour did not occur anymore.
I still experience this bug [and others] with Fedora 24, GTK 3, oracle java 1.8.0_112, eclipse 4.6.1 CDT 9.1.0.201609121658 :/
