It is commented out in the pom, and can possibly be removed, but...

Antrunner is used to:
Execute ant script (download.eclipse target)

Target is actually "download.eclipse.platform" in the script "download.eclipse.platform.for.p2.migration.tests.xml".

Looks like this was removed by p2 in bug 405830. Although I'm trying to investigate if we can backport this patch to 4.2.2 in bug 410753.
