I thought I had reported this already, but can't find the PR.
Still a problem in I20030717.

- in the editor, move the mouse pointer over a type or method reference
- decide that you want to navigate to its declaration
- without moving the mouse, Ctrl+Click
- it has no effect

If you move the mouse after holding down Ctrl, the link appears and you can 
click on it.

I hit this quite frequently.  It feels unnatural to have to move the mouse 
again to show the link.  It should appear as soon as I hold down Ctrl if the 
pointer is already over where a link would appear.
